I response to what emongolab has said: I do see a negative to this, what if we want to do background checks on people but can't view the complaint to see if they were banned? If there was a way we could see it and not post +1 however if not -1
Another thing is, if someone is hacking and they get a complaint with little evidence, they might turn off hacks and then no more good evidence will be posted. If they don't know they are being watched then it would be less likely for them to get away with it. I don't think there's really much to defend about someone hacking, if it's a lag issue staff will notice it
I must admit I think this is a great idea. #1 as @Jacob43365 said and #2 Not everyone needs to see it until it's proven true. All keeping these open does is offers others a chance to flame and make irrelevant posts. +1
