If they can't spend the money then they'll have an easier time paying it back upon getting unbanned. Greatly reducing the load on the scammer, thus making it more likely people will get paid back.

I hope this isn't a necro but heres my thoughts on this:

-must be over 50k
-both players must agree to the transaction
-has to be done using an application

Thought about the application:
-must be approved by a Supermod+
-mods can not approve their own application
-reasons for the transaction to be made must be stated

Why this is a great idea:
-takes away the hassle of doing screenshots
-makes it easier to pay back a loan if you can't find the player online
-has less players successfully scam because there will never be a lack of evidence
