Yes it is. In the essentials config, at the very very bottom there is this:

All we do is "/setspawn newbies" at the tutorial are and then it should work :)

+1 If they spawn directly in front of signs explaining where they are AND with a teleport sign to the current /spawn point.

Don't know if it will happen, though. Spawn competition required spawn to be built with facing SG on joining in mind (like it is now). As well, with how much ECC has to do, it may be overwhelming for new users.

 

I know that it's possible for a certain group; we could set the spawn for builders in the tutorial! Then that could be a perk of ranking up to resident is the normal spawn

I've always thought this was a good idea, the tutorial is a great resource for all players but specifically new players. I think they would appreciate having the spawn there because they could understand the server/commands much faster. +1
