Voted for removing fine info.
Honestly, I don't think people should be fined because they don't understand... not everyone here speaks English either or they may be a bit too young and misunderstand a question, etc.
There is not real point to the fines imo, if someone is trolling, that's what the warning system is for. :p
I too, haven't seen a fine enforced in a long time.
I mean it's possible they were enforced in private, but I just see no reason for them at all.
