Suggestion: Make a section in the help such as /help complaints
with links into the forum complaints section, parts of the wiki such as here.
For step 2 on this idea have a similar system as with how builders can make an application to residency.
A pair of quick tabs with the relevant fields that we need filled out.

Reason: Heaps of appeals and complaints are thrown out every day due to incorrect formatting, have a fast format would hopefully reduce this problem and make it easy to guide newbies through the ecc complaints process.
I would also like to have a quick link I can point to as a moderator while explaining it to people. I realize having such a one to appeals is pointless if they are banned, but having a help section in-game would could be useful when guiding players.
This is mostly because a large number of people don't read the thread labeled "PLEASE READ".

Good point there, I hadn't thought of it, if they can't be bothered to read the please read sticky thread on how to get un-banned then what is the likely hood they have read any of the rules
