My suggestion is simple. Complaints need to be taken 10 times more seriously then they are at the moment.
I read complaints section every day and there are quite a few users who get pretty much continuous complaints filed on them. These users get a "warn in game" which basically means nothing.
After about 7-10 complaints filed on a given user the user is then issued a "official warn" which is another big nothing as you need multiple official warns to warrant action which is a 1 day temp ban....
Users have no respect for the rules, a specially chat rules. I've seen a few indeviduals get complaints for language in the double digits with no action being taken.
Ban appeals similarly are a joke. Users can amas 5-10 bans before being perma banned, causing havoc until they are finally gone for good. An example of this is noahpvpz_
I think that any complaint that is decided to have broken a rule should issue a user an official warning instead of this non sense "warn in game stuff".
I feel like people forget there's little kids playing on here and the things people say are unacceptable and they only get a slap on the wrist for it..

If anything, it seems like many complaints themselves are jokes. Players file complaints for a slip-up, someone saying "rekt" or rating spam - Those complaints shouldn't be taken seriously.
Anyway, onto the point - I believe that /warns should be reserved only for severe enough cases and your policy prescriptions will cause more problems than it solves.-

To be fair though, a lot of complaints are a joke. "oh no he said a bad word" as if saying "shit" should get a serious warning. or "harassment" and someone just said "lol rekt"
The complaint system is almost systematically abused with petty complaints. That's why they're just "will be warned" and nothing else.-

It'd really help if you provided examples where repeart offenders weren't punished properly.
NoahPvP_z were perma'd for donation scamming after the second complaint.
@kukelekuuk00 is very much right here, people just post complaints that aren't needed, and it clogs the system.
That's what 'talked to in-game' is. Staff saying, "Hey, this isn't really a major issue, but we see what the user did wrong. We'll keep an eye out for more severe, 'real', offenses in the future." -
@UnitedStates2 in not suggesting anything to do with liberally issuing perma bans. Just issuing official /warns to all complaints where a rule has been broken.
@Whammerist5 noahpvpz_ was actually banned more than 5 times and had over 30 complaints on him. His offenses ranged from scamming to Harrasment to attempted scamming to donation scamming. I posted a complaint which you can look at in the archive listing all his offenses.
I can't give you names of players who have been warned a bunch of times because ill get warned for slander, but just think about trolling users in certain "groups" or "teams" who constantly belittle other users and insistently break the rules. -

I'm not sure I agree exactly what you are saying, but I can agree that complaints are not taken seriously at all. For instance saying "rekt" after winning sg and having someone filing a complaint against you for "harassment" is outright immature and stupid. That shows no maturity getting offended so easily. There's no reason that we should enforce "salty" complaints. I know some people do not agree with me but I think a lot of complaints get filed because people get butthurt at eachother.
On the other note, I think that we should try to keep the server PG for our younger members and for that I say if you get weekly legitimate complaints against you then /warn should be used a lot more often. I rarely see /warp tempbans. People think they can get away with stuff because staff doesn't give enough punishment. Telling a user "Don't do that please" doesn't do crap. They need to really have a /warn on record to lead to a tempban.
Of course everything is case-to-case and if someone acidentally gets mad and swears or gets in a argument once then a verbal warning will do. But a user who constantly breaks rules should be punished faster. -

As far as the vulgar language part goes, I don't believe we need to be more strict on vulgar language, especially if it's just a slip-up. Children already know swears, and attempting to shelter them from it does them absolutely no good. It's a parents responsibility to teach children about swearing because they'll be exposed to it either way, whether it's on the internet, TV/Movies or at school - You really can't prevent someone from seeing cussing - You just have to accept it's a natural thing to do - At the end of the day, swear-words are just words that people have the tendency to use. Swearing is literally just an alternative of saying things. - It isn't "bad", it isn't "immature" and it isn't "inappropriate". The only time when it's truly immature is when people excessively use them, use terms directed at groups of people or swear at people. Other than that, swearing is quite literally just a normal part of a daily conversation that people have the tendency to use once in a while. Staff enforcement on swearing shouldn't be more strict - This is after all, the internet, and staff shouldn't be yelling at users for having normal conversations and using swear words once in a while.
