I have a town I own - Rorikstead that is 195 x 195 pvp enabled that I am more than willing to see used for a project like this. It does not currently have a portal, but, this could be arranged if required. The town is not 100% complete, however, it is a pretty awesome town and could be a fun place to have a competition like this.
I'd be more than happy to use it, but i have not much $$$. If we can use it, i'll chip in on the portal and terraforming, building, etc. i can do alot of the work myself.
Do not worry about the money, please consider it my donation to a worthwhile project! I will be happy to meet you in game tomorrow sometime and if you like the town, I will be glad to add you so you can do some work. This goes for anyone else who commented here that they would like to be involved - please let me know in game.
Another option is to see if @JrHockey17 would be willing to allow access thru his portal (possibly giving life to his town Sandfordnorth as well). Jr, please let me know if you would be interested in working something out!

Honestly, you can do this without it being a minigame. You can have someone that devoted a 200x200 PvP only town, and make it flat at a certain level. Only thing would be is after the building and the game being over, you would just destroy all that is made manually
