Suggestion: Make builders their own chat.
Reason: So that builders can get direct assistance from players because certain people could apply as "staff" for this chat and they could help builders with issues and stuffs.
Any Other Information: it also gets builders out of bugging people in global chat ;)

How would we actually enforce this?
If builders can see/talk in global it won't take them long to figure out they'll get their answer faster there. If they can't see/talk in global, it would be very hard for them to interact with the community, and we need them to do that.-

I don't know if you remember when this was tried before, but builders had a global that everyone could see and chat in, but then there was a res+ global that builders couldn't see but we could still talk in. Basically builder chat is the current global but much more spammed and abused by builders but the new global would be kind of like VIP chat, largely unused and empty.

-1 Just another chat to be spammed on my screen to moderate. Besides it removes builders from the community, and no matter what some of you think builders are necessary and not all are "stupid". I love the builder population for the most part. Why remove them?

I played on a server with something like this. It was extremely effective.
I think it was called the 'help' chat, or something of the sort. It was the default chat for new players, and I did see any text from their 'general' chat.
This 'help' chat was accessible to all members. As soon as you ranked up, you had the option of leaving it.
Higher ranked players could also post their questions there, and because idle conversation was often asked to be in the 'general' chat, or local, questions were not drowned out by chatter and were thus answered extremely promptly by moderators or helpful players that chose to keep the 'help' chat open. This lack of clutter also gave new players the benefit of seeing other people's questions answered.
Seeing the quantity of both quick questions and fun chat in "General", and the way they often mix and create a muddle of two or more conversations going at once, dividing them could definitely prove beneficial. It is, however, essential that the 'help' chat is never left without someone monitoring it.
Personally I don't see a huge problem here. Not only is there is always at least one moderator on, but I have enough faith in the community to believe that we have a sufficient quantity of players that would be willing to keep the 'help' chat visible to answer any questions new players may have, even if they have no obligation to do so. (I hope I'm right about this, and not just being optimistic.) :p
It should, however, be noted that getting the first rank on that server was easier than getting resident on this one... -

I like this idea alot! There has been a lot more builder spam in /ch g lately.

Doing this is just seperating builders from other players. Not all builders are bad and those ones that are good are going to have to be stuck in that chat until they can leave. Most who would otherwise would quit halfway through.

Whether or not this chat separates builders from the community is actually debatable. Yes, builders would not be able to seek general, but that doesn't mean everyone in the server will not linger in the help chat. Builders would have better access to the part of the community that is more inclined to be helpful.
I feel like this debate is entirely dependant on the attitudes of the community towards builders. I am seeing a lot of people like you that are arguing against this because they like builders. I am sure you would be the type of person that would have the help chat open. This would actually give builders a better impression of the community, in my opinion, and thus persuade them to stay.
We could also easily relax or eliminate the "no idle chatter in help chat" rule to make it more open.
While I was a new player on the server in which this existed, there was always a sense of 'they are there for me if I need a question answered - no matter how dumb it may be.' On ECC, this sense of available help came from one or two players, and of course, the wiki and the forums. This was sufficient enough for me to be perfectly fine with it, but certainly didn't have the same comforting effect of the Help chat.-

Maybe perhaps have a new set of mods, or assistants, and have them moderate the builder chat?

This is a great idea if the logistics can be worked out. I personally would volunteer to help with the help chat if needed.
