There are more than enough past complaints and ban appeals to get the gist of how most things are handled. The system/guidelines set for Staff about how to handle everything has barely changed in a long time (excluding required changes when things are added or changed, like adding horses). The only "difference" there would be is when it comes to complicated (whether obvious or not) cases that require Staff discretion.
With the minor - once in a while major - details that aren't stated, but were used in the decision-making process, you can get enough idea on what is allowed, what isn't, and what can change something in the decision. Those kinds of details are "available," if you really look for them. I've done it many times (without talking to Staff), and I know others who have, too. You just need to read enough to get the ideas and understand. Learn about the person. There's more information out there than you would think.
As well, there is a reason why most systems - this includes the real world - do not just spew everything out for everyone to see and hear. However, if you do some digging, you can find quite a few of those things that were "taken into account in the decision making process" but were not stated. Talk to people, read thoroughly. Most can be figured out if you try. It should never be obvious and right there to shame someone, to get someone bullied, hated, and tortured - it should only be there for those who give a care (apparently you and a couple of others), in which case they can just look harder.
