Suggestion: Adding a feature that allows you to pay another user through the bank/forum bank

Reason: I know I am temp because of req due to school reasons but i had a spare 5min and thought why not add this? Also I am currently owed a loan that I dont want to nor am I sure he wants to worry about what time to be on and other things.
