Suggestion: give mayors+ some permissions in worldguard, first of all - a possibility of making subregions in a "parent" region. and the second - an ability of changing the priority of a region. Result: cities can be divided into several plots by WG, griefing falls near to zero. Another result - mayors make complete mess inside their towns until they are able to get it completely.
Reason: It is not a secret that currently there are lots of griefing abuses in towns. Also everyone knows, that 70% of target population for buying plots are newcomers: builders and residents. Who haven't got enough "roots" on the serves, thus not caring a lot about being banned. "there are many other servers in the net"... We can stop it. If we can, we don't we?
Any Other Information: i know several examples of *LARGE* towns (e.g. 6000*7000) (on other projects) where WG is used more widely. Every street, even every story of large building is a sub-region, which has the mayor as an owner and citizen as a member. It really works.

The problem with this is that worldguard region commands have a pretty steep learning curve. Another problem is you cannot actually SEE the child regions, other than coordinates. I can guarantee you most people on this server will do nothing but make a big region mess out of their towns.
Having said that, I would love to have this option as a town owner. I just think it would cause more problems than it would solve. -
The problem is that massive amount of regions/subregions causes the server lag. Giving someone the ability to place even one could potentially double our current number of regions, and one is nowhere near enough to protect every plot in a town individually. It's extremely unnecessary to have a huge number of regions when you could just be careful who you add... Don't ever add builders and be picky about your residents. You now have a grief free town...
More importantly, vdub is right, it might just be less work in the end to make the grief reports and things like that. You will eventually find yourself with a huge mess of regions and unable to fix it easily, or else it will just take tons of time to set up and remember all the region names... -
While I agree as a mayor this could solve some problems. The numerous OTHER problems it creates leads to a huge downside.
Besides what has been stated I am not sure you can setup "permissions" in WG to only WG your own private area anyways. The whole idea falls apart if WG is added to users, and they can WG where ever they want.
The only way I can see this being added is for a fee (like a PvP arena) and only if it is done through an application process by Andrew. Even then I am not sure if adding another 50-100 apps a week would make anyone happy. People already know its a 1-7 day wait and they start complaining after 2 hours.

we all know the negative sides, and it is a great question, which is more important - pluses or minuses.
As for me - security is one of the most important features in economy-based server, that's why I bump the thread again. Any ideas, how this could be done in reality, with some reduction of negative sides?
Some objections to the previous answers:
1) Regions do not lag the server. e.g. mysql base of logs is FAR more massive than those tiny 40k-200k regions possible...
2) Mess is quite possible. Moreover, it is guaranteed. Regions DO overlap, re-expand, etc. They always do. Thousands of servers exist with these issues and have no real headache. Because it is all easily solved either by region-owners themselves, either by moderators (in fact it is 70% of moderation work). Of course, it must NOT have anything in common with applications through Andrew. It must be an autonomous feature.

And what you are requesting requires some large changes to the WG code and it's highly unlikely that it will ever be done. -
