The lag will be very annoying having all these players changing the environment. Also the hardcore thing is true. I think it's a right of passage for any mayor+ to have to lay the foundation of his/her town.

 

I understand you want it to be a staff thing like a staff hour to help reduce lag. This doesn't mean there won't be lag. Anyone still on during that hour will feel it's effects. Biom changes are the only things I would find acceptable but that still causes lag. The only thing you can do is find ways to lessen lag but it will happen.
