Its really simple, decrease the amount of arrows you can find and decrease their spawn rate.
Add flint and feathers. This will also help in making kits less op.

-1 As a kit user I paid for my kits to be able to use them and have a slight advantage over those without kits. Implementing this would decrease the amount of arrows retrieved and therefore the bow in all kits would become useless and have very little point. Although my opinion on this suggestion is bad, I'd rather see other changes to decrease the effectiveness of kits. Instead of having less arrows, why don't we just nerf the bows in the kits, or something like that. Also, I know I'm not the only one that feels this way. Arrows are a key part of kitting and without them many of the so called 'kitters' would become frustrated with the lack of arrows and they wouldn't be as active in sg. Nice idea though.

Although I can see your point, sticks already have a high spawn rate, and flint and feathers would as well. The point is, you must craft them. I don't think it will make the bow useless. You still get a arrow bonus from, correct me if I am wrong, any plus kits. It would add more challenge to having kits rather then just having stacks and stacks of arrows.

The most arrows I have had in an sg is only 30, so after those 30 shots (if I miss a fair bit) I'm out of ammo

Only 30? Looks like you need to be able to craft some ;)

I know one time on sg 4 I had somehow gathered over a stack of arrows... but when you find arrows they are in groups of 5. I think arrows are fine as they are because I don't always fins arrows when I need them

As a user that doesn't have kits, if and when I craft a bow in an sg, I've already been through enough chests to have obtained at least 20 arrows, which is fine if you only need a few to kill someone.
This suggestion would mainly benefit kit users, since for kitless players, there is no point in going all the way to spawn to craft some arrows for a bow that you don't have. I personally don't mind it, but the suggestion is a bit in favor of kit users.

++ kits. + only gives an additional golden apple. :)

I'd like to agree, ++ kits already give arrows. So ++ kitters already have arrows and bows while + and normal kitters have a bow at least. For the non-kitters, having to craft arrows might be annoying because then they would likely miss one of the 3 ingredients and would need to continue searching. Then they would need to return to the table etc....

Yes, but you forget about kit free games. And also, kitters would have to return to the table to craft. It adds more challenge to everything I believe. ECC survival games need something. I'm trying to find it
