Brief Description:
The issue has to do with fish in a bucket. I am able to remove fish using a water bucket from regions/town i am not apart of. However i am incapable of placing the fish back into the water which i removed them from. The biggest issue is that i can remove fish using buckets without having the proper permissions. This could easily be done by accident as well or can be abused. Also once you place it back it will empty the bucket but if you hit e in your inventory and move the bucket around it will switch back to the original fish in a bucket

Instructions:
Go to a region that has a pond with fish in it. Make sure you are not a part of the region. Right click the fish with a water bucket and obtain the fish. Try placing it back into the water where it was and you will be incapable of that however you will keep the fish in a bucket. If you place it will empty the bucket and if you move it in your inventory it will go back to the fish in the bucket

Result:
Obtained the fish from the water source without proper permissions.
Expected Result:
As well the expected result is obtaining a fish without permission

hard to acquire needed another person to permission to do this with their region.
