At the moment many people are having problems with villagers stacking. There is no reason for villagers to have to stack since they arent constantly spawning and being farmed like other mobs do.Other information:

You can use name tags on them to prevent stacking or you can seperate some villagers from others to prevent them stacking. Unabling villager stacking could cause huge lag on server since many people have villager breeders / spawners
