I mean... I don't see why not? From what I can tell, there is no benefit or disadvantage to adding this. You can get lapis already from trading with villagers. how would this "Regulate" quartz placement. People who wanted to place quartz would place it and ignore the challenge, especially since its in batch'n'go, where none of the challenges are required.
I think it’s a great idea. Lapiz is hard to obtain. Yes you can get it from villys but you only get like 1-3 per emerald which is kind of annoying. I’d say we definitely need this added as a better way of getting lapiz. The quartz part I agree with @padsen, if people want to use quartz they’re going too. A challenge isn’t going to stand in their way of that. Especially with the nether resetting every so often.
