IMO that looks like intended behavior. It works just like public chests in main server towns with an interact:deny flag. Here's how I see it: The purpose of cpublic isn't to override other plugins, but to serve as protection from troll locks. If you want publicly accessible chests on your island, you'll have to allow chest access and /lock all private chests because the only thing cpublic is supposed to do is to prevent other people from locking it.
