Sand is about as rare as dirt, but has a lesser value. Dirt has a value of 3, thus sand should be 3​

What about people with massive wheat farms? Or even beetroot farms?

Point is, sand is a limited resource just the same as dirt and grass blocks. Reason why cobble, wood, etc. is valued at 1 island level is they are known as a renewable resource. You can have cobble farms and tree farms. You cannot grow sand.
