This is the second time. I was mad when i got on one day and couldn't talk in Global. Come to find out only Resident or higher could speak in global, so I was mad. But now if I was still builder I wouln't be, because of all this spamming.

 

I mean like people who are Resident or a higher rank can only talk in global. Excluding builders, or approved builders.
