As in flipping towns? You can double your return pretty easily but it's hard to resell for more than 60k. If you can manage to get lucky enough to get a decent town for like 20-25k, then I'd say it's worth it but those are few and far between

I'm not sure what you mean by "rental towns"? If you mean towns that you own but temporarily allow other people to run, I've found that they can be, for example while working on a larger project than my mayor town I've had a series of what you might be describable as "rental" temporary mayors. Basically people who are near mayor rank, want to sell property just because they like to or aspire to run plot towns, run my mayor town for me while I receive only a portion of the income and only a small portion of what they make selling plots in exchange for very little work and they make money to save up to whatever they are aspiring to as well. If I had more it could add up to a tidy effortless income.
