It sounds like this is to prevent the potential of the original owner letting someone be a co-mayor and then the co-mayor removes the original owner from the town access and attempts to steal everything in their chests by attempting to make it appear that they (the co-mayor) is actually the original owner and that the original owner is merely a resident. If you could do that to me, I would lose quite a bit of stuff.

I keep trying to think of a way around this, but all my ideas lead to someone taking advantage or being put in a bad situation.
Like removing the town completely. This leaves active residents vulnerable to griefing.
Putting the town up for auction. At what point? What rules? Run by whom? Who can bid? What about other comayors of the town? What if there is only one?
I know andrew's official line is: "I do not support the sale/transfer of towns."
I haven't been able to think of a solution that would be fair to everyone that is in line with this. But with more and more "dead" towns I think this is going to have to be addressed sooner or later. The sooner the better to minimize the impact and have something in place.
