    I own two towns. I don't want to become a president, and I want to be able to place town portals and etc. to both towns. Thats what i want

    That is possible, it would just be a case of adjusting the region in worldguard but it is unlikely to happen because the current system has existed for too long and it would be a large hassle to change.

    Isn't this almost the same as the town transfer suggestion that was done by @GoldenArmor12 a little while ago? The ability to transfer the "technical owner" position from one person to the other, so applications can be done?
