Three new features released via the store.

RaffleMaster - Use /raffle draw command to snipe a lotto at any time at your convenience.
(Will be a 7 minute cooldown to prevent abuse - we can examine a cooldown reduction in the future, however this effectively means every lotto you can use the /raffle draw snipe).

RaffleMasterPlus - Reduce your raffle taxes by 50%. (Pay only half the taxes!)
RaffleMasterPlus2 - Reduce your raffle taxes by 100% (No more taxes for you!)

PS: To clarify, the tax reductions are on the entire raffle and not just the tickets you bought.
If a bunch of people go wild and there is a 10,000,000 lotto going, and you win with 100,000...
You get the entire 10,000,000 - and no taxes come out of it.
