If an owner of a town becomes inactive is it possible to ever claim or buy the rights for that town? What if you buy it from the original town owner?

Also doesn't this mean that ECC will eventually "run out of space" or have to keep expanding the map size (already huge)

If the original owner sells someone a town. The town is the other persons. However, the person who bought the town cannot apply for town features. The only person who can apply for town features is the person who made an application for the town.
The original owner can always request their town back, as long as they have a legit reason.
