...If you buy a plot or prebuilt in a town,
Do you pay weekly, monthly, or just once?

generally only once, but it varies for every town. ask the mayor they will tell you :D.
(if someone says "selling plots 10x10 2k each" that is almost surely a one time payment) -

depends on what the mayor asks, but generally all at once if the value is just 1kt o 5k or in a payment plan if its a larger plot or prebuild
