I am looking for a staff member to make an official ruling.
Who would staff see as the 'Original Owner' of the town intergalactic?

Emau - Well, I have no official foundation for a claim (yet), but it can't hurt to ask.
Issue - I see nothing that suggests that krowslayer had the right to 'Transfer' the town with 'full owner rights', yet it was staff approved. Since this happened before the new policy, is it enforceable?
If I am to claim the town, whom do I need to reference?
Thanks for looking into this. No rush. I was just curious.

The contract is nothing different from any other town sale contract. (even if it were done by falcor1223 instead of krowslayer) And the official owner can still reclaim the town. So you'll need to reference the original owner, Falcor1223. But don't forget that any current town owners can still prevent you from claiming.

Official/original ownership of a town will always be listed in the application title, with it saying "NEW OWNER: [owner] (town)"
Contracts like that can be the foundation of an agreement used for a transfer but unless the app has a "NEW OWNER" listed then the official owner is the applicant.-
