I'd like to put a claim in on a town while I'm thinking about it. The secondary owner of the town would remove himself so I could claim it, but he has a broken computer. Could he comment on my claim if I posted it saying that he would remove himself if he could and what he can't? Would that allow me to claim the town?
Regardless of whether or not they can log onto minechat, if they give express consent on the application, the claim can go through. So yes.
