Journeymap is made for Forge, there is no version without Forge.
Why exactly would you want to run the minimap without Forge, anyway? -

It is that my Forge version is outdated (1.8) -
May I recommend to update to Forge 1.9.4 following the instructions at https://www.ecocitycraft.com/forum/threads/official-ecocitycraft-minimap-mod-1-9-4.136934 ?

I was going to download it via the wiki, and the link was dead and then i found out its still on 1.9.4
