Question about recovery of /own tools:

So if I remember when /own first came out, if you where to loose your tool to a player, whether they stole it or they kept it after agreeing to rent it for a time, that it could be recovered; is this still possible and what are the odds of a successful recovery? Also are there situations where it cant be recovered, like the tool was in a banned players inventory or they left it in a ender chest?
