[Q] Multiple account

Does the new rule mean Main can benefit alt to make a new town. But alt can't benefit main?

 

for example, someone wanna settle down more town. but he is already president. then... he can't make a new town anymore.

in this situations, can he make a alt account for settling down a new town?
