Brief Description: Can not use any party commands

Instructions: Type any party command, for instance /party join <name>

How many times did you recreate this bug?: Tried all commands on 5 different occasions.

Result: "Insufficient Permissions"

Expected Result: Creating/joining a party

Still broken. And I was in main world, in my town, when I tried.
