Brief Description: I made a party, and did /p (message) instead of /p *enter* t (message), and the message showed up in party chat.

Instructions:

1. Create a party.
2. Do /p (message)
3. The message will show up even without you having to level up.

How many times did you recreate this bug?: I did this 3 times.

Result: Chat showed up without having to level up.

Expected Result: nothing would happen.
