1. I figured out how much the flags were costing me, and as a result have changed the price to $0. Whoever it was that bought one for $100, let me know in-game and I'll refund you.
2. I think it's time to bite the bullet and get a town chat channel and a town warp to help with the mall. I've been delaying because I've been saving up for something else.... but that's taking too long. We need both things. The other thing will have to wait. So:
3. I'll accept any contributions anyone wants to make, because each of those two things costs $40,000 that I really wasn't in the mood to spend, and
4. What color should the chat be? It should be a color that stands out from the other chat colors (local yellow, auction cyan, global white, trade light grey), but it can't be so dark that it's hard to read. The available options can be found here:

So, input? I'm leaning to pink, bright green or teal.
5. I'm also assuming that the other towns in the Lancaster area will want to be included in the town chat channel (or nation chat), because the primary need for it is that the city is too large now for local chat to cover it thoroughly. So I'll plan with that in mind, and it may be an "Arcadia nation" channel to which we can invite anyone we want.
6. I'm assuming that a warp where players come out of it in the center of the main intersection facing north would be most effective.

A few questions / opinions :)
Town Chat sounds good, I'm definitely in for donating. However:
1) Would it be restricted (passworded) to plot owners in the local area towns (sharing borders with xxxxCaster), or anyone that shows up?
2) Does town chat work if we are different worlds (someone in Mining or the Legacy farm), or is it just a longer ranged Local?
3) Am I assuming correctly that you would have to manually join the channel to see it?
4) Can someone be kicked / removed from the town chat? I know Mods have options for people that are in the wrong channel (selling in global), would anyone in this Arcadia Chat have any powers? (TS channel Mod-ish?)
5) is there an example of text colors on a minecraft screen? colors look great when seen on a chart, but they look different when actually playing.
6) Can the channel password be changed easily (free)? mostly in regards to #4 above
A town warp would be a fine thing :) I'm thinking placement / orientation should be an in game discussion ;)

The chat channel can be a password-restricted thing that any player can join by typing in the password. You do have to manually join it in order to participate. There does not appear to be an "admin" role for the channel, but if there is one, I would do it. I guess we would have to ask mods to remove someone who became problematic.
Town chat is ECC-wide but not mandatory like local -- it will work anywhere including mining or nether, but you can leave it at any time.
I believe that a password change is sort of affordable. Once the chat channel is operating, changes to its options are only $10,000. Yes, I just checked. Password change is one of the options.
Moving a town warp is also $10,000, so if we get the location of that wrong the first time, we can move it. My primary motivation in getting that now is to help promote the mall, so I would want it to be somewhere from which either a. the mall is clearly visible, or b. we can create a little trail from the warp to the mall for players to follow. A mall can be so much more effective if the directions to it start with "/warp lancaster."-

1. I've already decided I would be very into donating for a Nation Chat Channel, it'll make me more productive where I can talk to you cool folks and you know, make money other places.
2. I was going to vote for a green for the chat channel but that would run together with nametags, so maybe the teal or indigo would work. (Also dont want to strain my eyes on bright colors..
3. A town warp is only going to be beneficial to donators, bear that in mind, but I guess those folks are the ones we want to attract anyways. Maybe we need a bigger like announcement board to say where things are, other towns, the mall, etc? The warp could end up in front of this. (also could put similar signs in the physical portal area.

That's a good point about an announcement board. Have the warp be in the square, pointing at a board that tells them where everything is...
I think indigo would be too dark to read against most backgrounds. When people do shouts in it, it tends not to go well.-

Im happy with anything for the town channel,
Im probably one of the most inactive members on Lancaster but i think a Chat Channel is preferred over a Warp,

Ok, now im not in school so i can actually help a little :p
Im leaning towards teal for chat if we get it, and I hope we do :D
and since i was one of the main people whining to you that we needed a town chat, lol, i want to donate some money to fund it
If we do get a chat, I would like if it had a password so that someone doesn't join the chat and start being really inappropriate or starts to spam, I've seen it happen before back in my builder days and it wasn't pretty.
If we get a warp it should be facing the rules, and even though it would only be available to donators with Tp, I think it'd be a little more helpful if they wanted to get to Lancaster without using the portal (Yeah, when i first joined i forgot to set my home and i tried to warp lol, then used the portal)
Cant wait to see if/when this happens -

I do have to say that I've been a member of Watercraft since before I started Lancaster, and they have a town chat which is teal -- I don't know if the chat channel is active any more, but it did set the town chat messages apart from the rest of chat, without being obtrusive the way some color like pink would.

So I guess I'm on an acquisitive streak this week....
We have another new, undeveloped town named Aberdeen. Aberdeen is due west and adjacent to Southcaster, so it is also due south of Westcaster. Sometime in the near future, Westcaster and Aberdeen will be developed at the same time.
We will also have a town chat channel as soon as the staff approve and set it up. Thank you to @voltair42, @gstoner3 and @Samiwarbler, whose generous contributions paid for it. It will be the Arcadia nation chat channel, and we will be inviting residents of the other Lancaster-area towns to join as well. It will be a password-protected ECC-wide chat, teal in color.
Finally, we will also have a town warp as soon as staff approves and sets it up. Thank you to @eyesee3 and @Mission001 for their generous contributions to this purchase, and I chipped in half of it myself. :) If you have tp, you will now be able to warp directly to a new warp zone in the central square by simply typing "/warp lancaster." Perhaps more importantly, customers for the mall will be able to do the same thing.
I think I'll stop buying things now.-
