I'm not sure you're getting it... /lot buy 1 is not hard... doing /lot buy 1 and wining while still only having a 1/500 chance to win... Is.
That's pure luck. Getting lucky doesn't take any effort. Collectors medals, pet medals, sg medals, mcmmo medals all take a lot of time and/or money to get. I know there is crazy/lucky lotto medals but all this one would require is for me to do /lot buy 1 and absolutely nothing else... at all.
-1, While this may be a fun medal to try to achieve, it is not needed. As ChrisDKN stated above, medals are hard to achieve. Lotto is luck, and medals are not to be obtained by luck. They are to be obtained by hard-work, etc. Although there are two other lotto medals, which are Ofcourse, are based off of luck, adding another one would take away from the purpose of the other two. Those crazy and lucky lotto medals are somewhat rare to obtain, which is why they are special to have. Also, I don't know how these would be added to users' accounts. Lottos happen every 15 minutes, and Andrew or all the mods, etc, would most likely not be able to see all of these lottos. And therefor, I don't know if there could be real proof of wining these lottos, unless you would be required to take a screenshot and submit and application.
