With a third town, you can probaly easily make the money back by selling plots
A spawn shop is good, but all the good ones are taken and they're expensive (hint hint mineyork mall hin hint)
You dont really need donations features but tp and multi-home+ (or get a co-mayor to do it for you)
Dont play lotto, i never have, never will, you shouldnt either

 

Play lotto! Do what I did, lose 400k, then one day lose 200k in one go. Quit for 3 days. Come back and make massive storage centre to save up for pres (or tycoon). Farm pumpkins and store them there.
