Not sure if this is even possible to add to the server, but I happened upon this plugin and I think it would be really useful for town owners. With this plugin, it would not be per region but the whole server. For minerals, I think this probably just going to turn builders away from the server. However, it might be interesting to have a pumpkin farm application, in whoch users pay a certain amount of money prove they have atleast a 50x50 farm, then geth the permit.exempt permission, and are allowed to sell pumpkin farming permits...
Still, it looks like it would be rather difficult to set up and definetly wont happen fr minerals due to that being how builders start out :\
