You can see anyone's levels by finding them and using /inspect [username]
They're not particularly private.

 

I do not believe that you can still earn levels from shooting mobs at a spawner so you would have to do it in a PvP environment.

Well the McTop list has always been a public list, Users used to be able to use the command themselves to view the list.

 

I guess so :p
