Looks like shake has a flat rate of 30%, 39.99% with Lucky Perk chance no matter what level I am. It unlocks at 250, and stays at 30% chance whether I'm 1000 levels or 10000. The wiki linked above is old and I'm not sure if its accurate to current mcmmo. This wiki here: https://mcmmo.org/wiki/Fishing Doesn't give any conclusive information on Shake and whether it levels or is a flat rate.
I've inquired once more with the developer. It looks like the ticket we filed was forgotten about. You can track it via: https://github.com/mcMMO-Dev/mcMMO/issues/4105 We really rather not fork mcMMO and run our own version due to it being in active development still, so let's just wait on the developer and see if he attends to it. I've also poked him on Discord.
