My god your mental. You need to make 4 town posts that create a 200X200 border. Once you have the 4 posts made you must post their x y and z cords . Look at the format stick at the top of the section

 

So you go the spawn world (where all the portals are like to the nether, aether, town portals, ect)

Then you have to do some walking/boating to find a location that looks good to you. There is no set area, you set your own area. Far as I understand everything is up for grabs unless if it is already claimed or owned by somebody else.

Use a piece of flint and see if that area is owned by anybody. If not then use /getpos to find the coords of all 4 corners and then post them in your application. AND put a sign on each corner of the area you wish to become your town.

Take a look at others applications if you need an example.

 

Please read the wiki and fill in all the questions, including the town post. If you continue to make erroneous apps you will be fined.
