That's what we almost always do for an update: update the server without updating the map/resetting it. We only had to reset the server once due to an update and that was for 1.13; we only reset the server this time because the economy was a mess. Andrew always tries to update the server without resetting the map and has done that successfully every time since 2011/2012 (sans the 1.13 update)
We don't typically reset the main build world when we update versions. Mining world is typically reset on its normal schedule, and if we do update to a new version will include the new blocks/items so they can get into game circulation. Marking accepted since we're not resetting Rising for 1.17, that was never the plan.
