Allow users without Pyro/Water to look within Dispensers (Maybe block them from placing items within instead?)​

Why is this a good addition for EcoCityCraft?:

For the users who run casinos such as myself and use slots as a way of allowing users to gamble while you are offline this would be a perfect addition due to the fact that you can /cdisplay these dispensers, and have users look inside and ensure the odds are something that they are willing to go with. As of right now all my dispenser for example are view able, however those without the correct feature can never truly be 100% if odds are as listed. Makes it much fairer to the users who gamble.​

The whole idea behind this is as slot based casino's become more popular that it gets made a standard that users are able to look within the dispenser to ensure that the odds they are gambling with are actually correct based upon what is advertised. This is something I had spoken to United about as I had an issue with the fact users could never be certain if the odds are correct or not, after our discussion I implemented this exact idea at my casino by making the dispensers locked with the display lock. This works fantastic for any user with water or pyro, however I have had plenty of users also talk to me regarding the fact they can't look within because they dont have the features. I know there is no 100% need for this to be done, however I figured it would be worth a shot so that this standard can be placed elsewhere aswell and so it is fair for all users.

 

@andrewkm all testing I have done so far has shown;
Users are able to access dispensers without any exploit that I have found, however they are unable to place them.
They are able to put items into the dispenser however that was already addressed in the bug report.

I have found no further issues at this time.
