Enable /lock on rails​

What are you suggesting:

Give players the ability to use /lock on Rails, Powered Rails, Activator Rails, and Detector Rails.​

Why is this a good addition for EcoCityCraft?:

Other than being used within towns, rails can be used to construct railway systems that join towns that are close by but not completely adjacent. By enabling /lock on rails, different Town Owners would be able to connect their towns with those of their neighbors in a creative way without having to worry about grief in the wild, as sometimes there isn't enough space or enough of a reason to place a town/protected area inbetween.​
