Don't Allow Overriding Higher Enchants​

What are you suggesting:

Essentially I was trying to create an efficiency 3 diamond picaxe for someone, but accidentally enchanted my efficiency 5, wasting my exp and time, as the picaxe was downgraded to efficiency 3.​

Why is this a good addition for EcoCityCraft?:

Why would you be interested in downgrading an item? If I wasn't allowed to do this I would have been able to enchant the other picaxe with what I originally intended.​
