What are you suggesting:

Adding the time-lock flag to TownControlPlus. The time-lock flag can be used to force a time of day that players will see the world in while in a region.​

Why is this a good addition for EcoCityCraft?:

This flag can be used to create dark themed towns. Useful for when you want to setup a town with creative light patterns.​

Other information:

I'm not sure if this will interfere with the /ptime command which forces a time of day for a user anywhere in the server.​
