Brief Description: User are able to use all extcreations creations even when the signs are privately locked

Instructions: create any extcreations creation and lock the sign privately then have another user attempt to use it

How many times did you recreate this bug?: twice with each creation

Result:User can use creations that are privately locked

Expected Result: Only users locked to the sign can use the creation

Evidence:Tested with Austinsplaneguy and can recreate in-game if necessary.
