You need to provide screenshot proof that you have asked him to vacate giving him 3 days notice to remove all items and locks before removing his perms. Screenshots MUST have in game timestamp to be proven valid. That or you can wait 7 days as server rules state once someone is inactive over 7 days, lwc lock removals can be filed against them without the 3 days notice proof.
Currently he has been offline for 6 days, 4 hours, 40 minutes. I suggest just waiting for the 7 days of inactivity and then re-file this lwc removal.
