    days and it is a rule in my town that if you are offline for 4 days you get removed

    Currently this user is not considered inactive, for me to enforce the removal after 4 days as per your town rules I would need proof that the user was notifed of the town rules before hand.
    Otherwise I am afraid you will need to wait the required 7 days inactivity or provide proof that you have contacted this user and allowed enough time for them to remove these locks.
