Can you provide proof of this?: When the command /seen MadVezon is executed the following response is given - 'Error: Player not found. This indicates that the player has not been on the server for a very long time. It is implausible to contact someone who doesn't exist on ECC.

9. Why do you want it gone/reasons?: The locked chests are in the way of a new resident of ClockWorks. The player is not able to build below his plot because of the chests in the way.
