    The user is only banned for four hours, and since he is not banned for griefing the town in question he is to be given seven days to appeal his ban before removing any of his locks can be considered. I would also advise you sending him a mail to remove the chest so you have proof that you attempted to contact him if he does appeal, gets accepted, and does not remove the locks. The best method to do this is: write mail, screenshot, send mail, screenshot,screenshot and upload the first and third screenshot.
