8. Is this user banned from the server? If not, have you tried to contact them about removing their things? Yes. He ignores me. Has been like that for 5+ days.

9. Why do you want it gone/reasons?: He had no right to place those chests. He didn't buy a plot and wasnt a member of the town. He was a worker, hired to clean land and he just built a home and placed multiple chests over my property. I'll be happy to reemburse him of whatever is in the chests, I just need it gone to continue building my town.
